If you believe you've received a scam email related to Microsoft, don't click on any links, don't reply, and do not share any personal details or information. Instead, report it. For Outlook.com, you can open the suspicious email and select "Junk" from the top menu, then click "Phishing" from the drop-down menu. If it's not related to Outlook.com, forward the email to Microsoft's official scam reporting email address: phish@office365.microsoft.com.
